Corporate Human Resources

Corporate HR (CHR) aims to deliver modern, efficient and effective Human Resource services in the Northern Ireland Civil Service (NICS). It seeks to ensure that all 11 Departments comply with the law and with Government policies where these relate to the employment and management of NICS staff.

CHR ensures that corporate NICS human resources policies and services are in place to support Departments and Agencies in achieving their business objectives; ensures statutory approval of specific personnel related matters in respect of North/South Bodies and Tourism Ireland Limited; administers the Principal Civil Service Pension Scheme (Northern Ireland); the NICS Occupational Health Service (OHS) and provides a Welfare Support Service.

Human Resources Policy

Ensures that corporate NICS human resources policies and services are in place to support Departments and Agencies in achieving their business objectives.

Workforce Planning

Manages workforce planning in the NICS to ensure staffing needs are met.

Equality and Diversity

Processes equality monitoring information in accordance with statutory obligations. Develops equality and diversity policies.

Civil Service Pay

Negotiates pay arrangements for staff below the Senior Civil Service (Senior Civil Service pay arrangements within the NICS reflect those that apply in Whitehall). More information on pay can be found at the Civil Service pay website.

Industrial Relations

Responsibility for the management of Central Whitley, the mechanism by which we consult and negotiate with Trade Unions.

Service Management of HR Connect

Develops, improves, monitors and manages the delivery of HR services through HRConnect, HR Departments and Corporate HR, in particular through the Annual Business Planning process and the NICS People Strategy. It also manages the formal governance of the contract as well as changes to the contract documentation.

Welfare Support Services

The Welfare Support Service provides an independent and confidential service for all staff and managers helping them cope with and work through personal and work related issues which may affect their ability to work effectively.

North/South Bodies and Tourism Ireland Ltd

Provides policy, advice and guidance on HR matters (as detailed in the implementing legislation) affecting the North/South Bodies and Tourism Ireland Ltd.

Review of Public Administration (RPA)

Develops HR principles and policies that will apply to public sector staff transferring to new organisations as part of RPA.

Recruitment Policy for the NICS

Provides information on employment opportunities within the Civil Service.

Pensions

Information on the main provisions of the Principal Civil Service Pensions Scheme (Nothern Ireland) [PCSPS(NI)] and it's associated schemes.

OHS

Provides a wide range of professional occupational health and medical advisory services to NICS/NIO Departments and Agencies. Further information is available at the OHS website.
