The Department is currently consulting on amending parts of the Building Regulations (Northern Ireland) 2000 (the Building Regulations), together with certain Technical Booklets which support the Regulations.
The proposals in the consultation relate to the introduction of new requirements in relation to “Plans of no Effect”; to amend, clarify and/or correct requirements, or provisions supporting Part A (Interpretation and general), Part E (Fire Safety), Technical Booklets F1 and F2 (Conservation of fuel and power) and Technical Booklet L (Combustion appliances and fuel storage systems) of the Building Regulations.

The main elements of previous consultations are also available.
When conducting a public consultation, we follow the guidance set out in both the Cabinet Office’s “Code of Practice on Written Consultations” and in “A Practical Guide to Policy Making in Northern Ireland”, published by the Office of the First Minister and Deputy First Minister.
Consultations normally will be open for a minimum period of 12 weeks. A longer period may be set for consultations that take place during holiday periods.
Notification of consultations are sent to interested parties. Consultation documents are available online or hard copies may be requested from our office. Notice of the consultation is also placed on the Consultation NI website, www.consultationni.gov.uk. All responses are acknowledged, collated, analysed and debated before finally being used to help formulate new or amended legislation.
