Purpose
The IS Personnel role is to provide ICT Human Resource (HR) Services on behalf of the Northern Ireland Departments and other bodies.
Key Functions
ICT Recruitment and Promotion
IS Personnel ensures that the NI departments and other customers are provided with the ICT personnel and skills needed to help take forward their funded service delivery commitments by:
- Discussing departmental ICT resource needs with Heads of ISU and other ICT business heads and developing annual plans to deliver the required resources;
- Presenting the annual recruitment and promotion plans for consideration of and sign-off by the ICT HR Management Board;
- Ensuring that the annual plans are subsequently communicated to staff and departments;
- Working with departments, Internal Promotions Unit and Recruitment Service to ensure that promotion and recruitment competitions are held in line with the Annual Plans;
- Liaising with departments to ensure that panel members are provided;
- Managing recruitment competitions for ICT Specialists and ICT Placement Students;
- Reviewing each round of recruitment or promotion competitions on their completion and reporting lessons learned etc to the ICT HR Management Board;
- Agreeing competition criteria with departments;
- Feeding back to universities etc regarding future skill needs and other relevant issues.
ICT Marketing
IS Personnel assists Recruitment Service in marketing ICT careers in the NICS to the general public by:
- Ensuring that marketing material (hard copy and web-based) is kept up-to-date;
- Attending Recruitment Fairs and enlisting staff from departments to assist;
- Visits to universities, colleges, etc.
ICT Staff Management
IS Personnel will assist departmental personnel branches and service delivery organisations in the management of the ICT staff by:
- Offering career interviews and brokering career moves between business areas where possible.
ICT HR Strategy
IS Personnel is to be central to the implementation of the recommendations of the ICT HR Review by providing the following services:
- Project management of the implementation of the ICT HR Strategy;
- Establishment of the ICT HR Management Secretariat;
- Introducing the changes required by managing ICT resources and setting up new procedures and practices.
