Reform Delivery Unit

The Reform Delivery Unit (RDU) has responsibility for supporting the delivery of Northern Ireland Civil Service Reform and providing information on public service improvement across the wider public sector. The Unit is:
  • supporting DFP Business Areas and other NICS Departments to deliver transformation through realising the benefits of Civil Service Reform;
  • facilitating the strategic management of key projects and programmes within DFP through the work of the Programme Management Office;
  • providing secretariat support to the Civil Service Reform Oversight Board;
  • responsible for the development and management of the Northern Ireland Best Practice Scheme;
  • promoting Customer Service Excellence – The Government Standard within the NI public sector; and
  • providing information on good practice for Departments in the governance of Executive Agencies and Non Departmental Public Bodies.
The RDU consists of 3 teams. They are the:

1. Business Transformation Team - Civil Service Reform

The primary focus of this team is to support DFP Business Areas and other NICS Departments to deliver business transformation through realising the benefits of Civil Service Reform. The initial focus  is on working with DFP business areas, providing support to local senior management to integrate the benefits of Civil Service Reform within their own core business activities. RDU are also providing support and advice to other NICS Departments and the 9 projects/ programmes on benefits-driven change management.  RDU also chairs the NICS Change Managers network which supports Civil Service Reform related change management across the 11 Government Departments.

2. Programme Management Office (PMO) for Civil Service Reform

The PMO is supporting the delivery of Civil Service Reform through portfolio monitoring and reporting, risk management and other value-led activities. It is also secretariat to the Civil Service Reform Oversight Board.

3. Public Service Improvement Team

The Public Service Improvement team is responsible for the development and management of the Northern Ireland Best Practice Scheme and for the promotion of ‘Customer Service Excellence’ - The Government Standard, within the Northern Ireland  public sector. The team is also responsible for providing information on good practice for Departments in the governance of Executive Agencies and Non Departmental Public Bodies.
