Energy performance certificates are coming

Energy Performance Certificates (EPCs) will be compulsory for all house sales from the end of June 2008.
EPCs will impact all new construction from the end of September and all property sales and rentals by the end of the year. This was the main message at a seminar held in Ballymena today for the local building and property profession, sponsored the Department of Finance & Personnel (DFP).
Speaking about the Energy Performance Certificates Dr Philip Irwin, DFP’s Head of Properties Division said: “These certificates will depict an energy rating for the building – similar to the colour coded ratings on electrical appliances. Seeing the building’s energy efficiency depicted clearly should encourage all of us to improve the energy efficiency of the buildings we live and work in.
“The benefits are twofold. Making improvements will help to reduce Northern Ireland’s carbon footprint. With the recent fuel cost increases, buildings that are more energy efficient will also be more attractive to prospective owners.
“The Public Sector will be particularly in the spotlight. From the end of 2008 we will display these certificates in all our larger buildings.”
The Regulations also require regular inspection of air-conditioning systems.
Later this month and throughout June, the Department of Finance & Personnel will host a series of public seminars around Northern Ireland to provide more information on the certificates and the requirements of the Regulations. There will also be a province wide advertising campaign.

  1. Energy Performance Certificates can only be produced by qualified and/or accredited experts. National Occupational Standards have been developed by Asset Skills (the Sector Skills Council for the Property, Facilities Management, Housing and Cleaning industries) to define the Skills and Knowledge required to apply to join an accreditation scheme and become licensed to practice as an Energy Assessor.
  2. National calculation methodologies used in the calculation of energy performance and the production of Energy Performance Certificates have been developed from software which is used to demonstrate compliance with the Building Regulations.
