Current Framework Agreements

These are designed to facilitate the call-off of teams to undertake projects as the need arises by means of a secondary competition between the teams appointed to the framework agreement.

Procurement of Supplies & Services

The types of Supplies that can be procured via CPD include:

  • IT hardware, software and services;
  • office furniture and equipment;
  • commodities (low value and high volume);
  • direct labour supplies;
  • vehicle parts; and
  • specialist requirements.

Among the Services contracted on behalf of clients are:

  • business/mission critical services;
  • ad-hoc services;
  • routine/recurring servicing;
  • PPP/PFIs; and
  • eBusiness services (including eCatalogues; eTendering; eQuotes; eAuctions; and  ePayments).

Construction Related Services Provided by CPD

The construction related services provided by CPD include:

  • project management and client advice;
  • brief development;
  • feasibility studies;
  • preparation of specifications and tender documents;
  • selection and appointment of consultants and contractors; and
  • contract administration.

CPD also provides a client advisory service on grant funded construction projects. This includes advising grant providers on construction procurement legislation and building the best practice approaches in construction procurement policy into the conditions of grant.  The service also includes supporting grant recipients in the appointment of consultants and contractors and providing grants cost advice.  A co-located client advisory service is provided to the Department of Education, Department of Social Development Housing Division and Invest NI.

Programme & Project Management Advice & Support

The Centre of Excellence (CoE) for Delivery is part of CPD. The unit is responsible for delivering the Gateway Review Process in the Northern Ireland Civil Service (NICS) and the wider public sector. It also provides policy and best practice advice, guidance, support and resources on Programme & Project Management (PPM) to stakeholders and practitioners.
