Procurement Guidance Note 04/06 - Procurement of Timber and Wood Products

This Guidance Note provides Contracting Authorities with advice and guidance on how legal and sustainable timber can be purchased in line with EU procurement rules and public procurement policy which requires timber for government contracts to originate either from independently verifiable legal and sustainable or Forest Law Enforcement Governance & Trade (FLEGT) licensed or equivalent sources.

The Guidance Note was approved by the Procurement Board on 12 November 2009. It was revised on 31 August 2011 to include more information on the FLEGT licensed timber scheme and also to inform procurement practitioners that the certification schemes now require certain social criteria to be met including safeguarding the basic labour rights and health and safety of forest workers. These are  included in the Model Conditions of Contract at Annex C.
