Procurement Guidance Note 06/12 - Helping SMEs Benefit from Subcontracting Opportunities

This guidance has been produced to help Departments ensure that contractors operate Small and Medium-sized Enterprise (SME) friendly procedures in their supply chains. It also sets out how Departments can encourage contractors to enhance the visibility of relevant subcontracting opportunities for the benefit of SMEs.

SMEs currently account for more than 99% (72% by turnover) of local businesses in Northern Ireland. Many of these will not have the capacity to contract directly with Departments but will participate in government contracts as subcontractors. Using the practices and tools identified in this guidance will help to make the most of the advantages of using SMEs in the supply chain.
