Purpose

Stakeholder Engagement is designed to take account of all the individuals and groups impacted by the proposed change and achieve a deeper understanding of their various interests. Stakeholders should initially be listed and profiled (or mapped) as illustrated below.

A Stakeholder Matrix is another simple technique which illustrates the level of impact of the change on Stakeholders against the importance of these Stakeholders to the success of the change, as below.

Sources

There are many good sources of Stakeholder Engagement best practice including the general information available from the Office of Government Commerce (OGC) and the Association of Project Management (APM). In addition OGC’s Programme and Project Management methods include detailed guidance on how to approach Stakeholder Engagement.

Responsibilities

The main Stakeholder Engagement responsibilities for each of the key players in the change process are illustrated below

Role Main Responsibilities
Senior Responsible Owner (SRO) Early engagement and managing the relationship with key Stakeholders. Endorsement and ownership of the overall approach to Stakeholder Engagement
Programme/Project Sponsor Visible public commitment and support. Lead role in anticipating and resolving senior Stakeholder issues
Programme/Project Board Support for the SRO and ownership of Stakeholder Engagement in each member business area. Regular review and endorsement of overall approach to Stakeholder Engagement
Programme/Project Manager Development and management of Stakeholder Engagement approach. Development of Stakeholder profiles and aligning relevant communications activities
Business Change Manager Engaging with business units and leading the implementation of new working practices. On-going communication with Stakeholders to identify new benefits and improved ways of working
Programme/Project Office Maintaining all relevant Stakeholder information. Facilitating the activities specified in the communications plan
