The revision of public procurement policy resulted from recommendations in a report by the Procurement Review Team, which was issued for public consultation in September 2001.  Following the consultation, the Team modified their original report and their final recommendations have been incorporated into the new policy.

The Executive agreed that the new policy should be guided by a clear definition of public procurement and the concept of “best value for money”. Comments received during the public consultation indicated that the overwhelming majority of consultees agreed with this, although in some cases it was argued that the definitions should be made more explicit.

This paper sets out the policies adopted by the Northern Ireland Executive and the organisational structures which have been established to implement them.
