The purpose statement describes what the Agency does and why.  While, the commitment statements describe how the services should be delivered.

The values were developed by our people, for our people. Our people took each of the commitment statements and described the types of behaviour that they would expect to see for each one. These words were then transformed into a set of behaviours, which every staff member of the Agency can relate to; and can expect to see followed at all levels across LPS.
