Public sector organisations

In recent years the Northern Ireland Audit Office (NIAO) has voiced concern about the amount of public sector rates left unpaid at the end of the financial year.

In response to these concerns, Land & Property Services (LPS) hosted a focus group in November 2009 with customers from public sector organisations to discuss ways of improving the existing systems and procedures for the billing and collection of rates.

There are various reasons for non-collection of rates, usually a combination of factors between the valuation and rating sides of LPS and the public sector organisation concerned.

Taking account of the feedback from the focus group sessions, LPS has introduced changes to the rating process for public sector organisations while recognising that these may well prove challenging for public sector organisations involved. LPS will work with the relevant organisations to resolve any problems as quickly as possible so that payment can be made in the relevant rating year.

LPS is also keen to receive feedback about the new arrangements. Comments should be forwarded to the public bodies email address listed at the end of the attachment.
